The Energy Charter Conference held its 18th Meeting in Istanbul on 7 December 2007, with a particular focus on energy security issues in the Black Sea and Caspian regions (see pictures from this event).

The Energy Charter Conference is the inter-governmental decision-making body for the Energy Charter process. Among the main highlights of this meeting were the approval of a request by the Islamic Republic of Afghanistan for accession to the 1994 Energy Charter Treaty (H.E. Mr Jalil Shams, Minister of Economy of Afghanistan, is pictured being congratulated by the Chairman of the Conference Ambassador Kawamura following the Conference decision), the signature by the Hashemite Kingdom of Jordan of the 1991 Energy Charter Declaration, and a high-level discussion on energy cooperation in the Black Sea and Caspian Regions.

Six countries from Central and South Asia have held the first meeting of a Task Force on Regional Electricity Cooperation at the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan in Kabul on 18 November. The event was organised by the Energy Charter Secretariat and the Government of Afghanistan, with financial assistance from the Government of Norway.

The Secretariat has held a series of six workshops across the Energy Charter constituency in summer-autumn 2007 on the issue of international energy pricing. Following the release of a study by the Energy Charter in the spring of 2007, the results and findings have been subject to expert scrutiny by energy officials and analysts in Ankara, Moscow, Astana, Vienna, Minsk and Kiev.

Energy Charter member countries should strengthen their capacity to develop and implement energy efficiency policies if the widespread political commitment to improve energy efficiency is to be turned into a reality. This was a main conclusion arising from a Conference on ‘Delivering Energy Efficiency’, co-organised by the Energy Charter Secretariat and the Romanian Ministry of Economy and Finance.

“The Energy Charter Treaty is a cornerstone of the international legal framework for the energy sector, and I welcome its contribution to achieving key objectives shared by the World Bank – strengthening the rule of law, securing reliable energy supply and encouraging the flows of trade and investment that can promote sustainable economic growth”, said Ana Palacio, Secretary-General of the International Centre for Settlement of Investment Disputes and Senior Vice President of the World Bank Group, at the opening of a Conference on Investment Protection and the Energy Charter Treaty on 18 May in Washington, D.C.

This meeting examined the potential in many Energy Charter member countries to increase the share of bioenergy in their overall energy mix, addressing in particular the need for investments, cooperation in research and development, and improved access to technologies.

The Energy Charter Secretariat, with the support of the Slovak Ministry of Economy, held a workshop on Providing Reliable Gas Transit, focusing on all major operational aspects of gas transit flows, especially interoperability, interconnection management, gas balancing and storage.

This event followed up on the workshop held in Brussels on 19 May 2006.
