The Promotion of Low-Carbon Investments at a Multilateral Level:
Assessment of Energy Charter Treaty Provisions with regard to Low-Carbon Investment

Public Consultation: 12 June - 10 July 2012

In November 2010, the Energy Charter Conference adopted the Road Map for the Modernisation of the Energy Charter Process (Road Map) which requires inter alia the preparation of an "assessment of the ECT provisions with regard to low-carbon investment."  The assessment shall be carried out over the course of 2012.

As part of this consultation exercise, a questionnaire is circulated to ECT signatories, observers, the Charter's Industry Advisory Panel and any other interested stakeholders to seek accurate and precise guidance on the scope of actions and measures that might be taken to promote low-carbon investment, including trade and energy efficiency aspects.

Responses to this questionnaire should be submitted by 10 July 2012 to the Energy Charter Secretariat at info@encharter.org.

The results of the consultation process will be discussed within the subsidiary bodies of the Energy Charter and reported at the next meeting of the Energy Charter Conference. Depending on the results of the assessment, further steps will be envisaged.
