Joint efforts on enhancing cooperation to achieve security of energy supply and demand - this was one of the main topics of the BASREC Meeting of Energy Ministers, held in Berlin on 14-15 May 2012. Such meetings take place every three years with the aim of facilitating international dialogue on key issues of current energy policy in the Baltic Sea Region. This year's event focused on the integration of energy infrastructure in the Baltic Sea Region, expansion of renewable energy sources and raising energy efficiency. ECS Secretary General Urban Rusnák participated in this important meeting. He encouraged an intensive exchange of experience between BASREC and the Charter, particularly given the convergence of challenges and objectives of these two organisations.

The organisation of Baltic Sea Region Energy Cooperation (BASREC) became an Observer to the Energy Charter Conference on 7 December 2000.

On the sidelines of this event, Amb. Rusnák held meetings with Mr. Stefan Kapferer, State Secretary, German Ministry of Economics and Technology, Mr. Žygimantas Vaičiūnas, Lithuanian Vice-Minister of Energy, and Mr. Andrzej Dycha, Undersecretary of State at Poland's Ministry of Economy. Discussion focused on the Energy Charter Secretariat's ongoing work, including in-depth investment reviews of member countries and the Charter's MENA project. Amb. Rusnák also informed his counterparts of the steps being taken to further consolidate ECT membership. Last but not least, he encouraged member governments to contribute to the development of a new Charter instrument on energy transit and cross-border cooperation, conciliation and emergency situations.
