The Syrian Arab Republic became an Energy Charter Observer on 28 June 2010, when the Ambassador of Syria to the European Communities, H.E. Mr. Mohamad Ayman Soussan, signed the 1991 Energy Charter on behalf of his country.
The official ceremony took place in Brussels in the presence of the Netherlands Energy Envoy, Mr. Jan-Meinte Postma, who represented the Energy Charter depository state, the Chairman of the Energy Charter Conference Amb. Selim Kuneralp, the Energy Charter Secretary General Amb. André Mernier, Mr. Hussam Al Husseini, Deputy Head of Mission at the Embassy of the Hashemite Kingdom of Jordan (Jordan signed the Energy Charter on 7 December 2007), as well as Ms. Paula Abreu Marques, Head of Unit at DG Energy, European Commission.
Syria is the latest Observer to the Charter from the Middle East. Other Observers from this region include: Egypt, Iran, Jordan, Kuwait, Oman, the Palestinian National Authority, Qatar, Saudi Arabia and United Arab Emirates (please click here for more information).
As an Observer, now Syria has the right to attend all meetings of the Energy Charter Conference and of its subsidiary groups and to participate in the working debates taking place within the Energy Charter. Once the country is fully familiar with the Energy Charter and its functions and all the necessary procedures are carried out, the Energy Charter Conference may invite Syria to accede to the Energy Charter Treaty.
